"Bill Rate Max" Field Populates from "Max Rate" Value on ARPU Positions

The Bill Rate Max field now populates from the ARPU VMS Max Rate value on ARPU Positions.
Why does it matter?
This change reduces the need to use multiple products simultaneously and perform manual edits.
How do I enable this?
Enabled by default.
